Balconies concentrate every remedial risk in one place — water ingress, concrete cancer and fall protection. A failed balustrade anchor is the kind of defect that ends up in coroner's reports, and OC committees carry that duty of care.
The defect, plainly
Balconies fail as a system: membrane past its life, no falls, cracked slab edges (concrete cancer), corroding balustrade fixings, and details that were never right. Repairing one layer while ignoring the others buys a short reprieve — the scope has to treat the balcony as one assembly.
Diagnostic approach
- Representative openings — tiles and screed lifted at selected balconies to establish typical substrate and membrane condition across the building
- Slab edge and soffit survey — hammer testing, cover measurement, carbonation sampling at breakouts
- Balustrade testing — anchorage pull tests, section loss assessment at fixings, geometry check against current standards
- Drainage review — falls, outlets, overflow provision

Repair methodology
Per balcony, worst-first: strip finishes, repair slab edge and soffit concrete, correct falls with screed, install trafficable membrane with detailed upturns and drainage, reinstate finishes, upgrade or replace balustrade anchorages to engineered detail. Hold points and photographs at every buried layer.
